Some people in Sigil might say that the gods dont grant spells at all, but rather teach their followers how to use spells, but I've never really subscribed to that theory. I could see how granting spells would traditionally be one of those, I would say that other entities 'grant spells' by some other mechanism. But the Gods will have unique powers that other powerful entities do not have, like powers over their domain and followers. Where exactly a demon lord or an arcfiend might fall on that spectrum, they might not even know, but there are definitely advantages to the heights of power a god can reach that other entities couldn't hope to achieve. I would say that, yes, Dispater as an Archfiend, is probably roughly equal in power to a demi power, but gods themselves are definitely on a spectrum.
